Russia's overnight attack on Kyiv killed 17 on Wednesday, and NATO's secretary general is urgently seeking interceptors. German police found a drone with an explosive device beside a Ukrainian cargo plane at Leipzig/Halle, which the interior ministry calls a hybrid threat. Netanyahu ruled out leaving Gaza positions until Hamas disarms, as Israeli forces raided Qalandiya refugee camp and Israeli aircraft killed one person in southern Lebanon. Ceuta's death toll nears 100; Congo's Ebola outbreak is outpacing the response, the WHO says.

Washington refunded importers about $100bn of tariffs the Supreme Court ruled illegal in February, while Beijing answered US curbs with sanctions and drone export controls.
