Turkey likens Mecca defence pact to NATO's Article 5

7 sources

Saudi Arabia, Turkey and Pakistan signed a mutual defence pact in Mecca on Friday, declaring an armed attack on one an attack on all three. Turkish Foreign Minister Hakan Fidan has since described the obligations as technically the same as NATO's Article 5.

What happened

  • Mohammed bin Salman, Erdogan and Sharif signed the Makkah Joint Defence Agreement at al-Safa Palace on Friday, 7 August.
  • Fidan says the pact creates political and military committees and a secretariat based in Saudi Arabia.
  • He said preparations ran for two years and eight months, predating the current war between the United States, Israel and Iran.
  • Saudi Arabia lit towers and city skylines in the three flags' colours on Friday night, the Saudi Press Agency reported.
  • It widens a Saudi-Pakistani defence pact from September 2025; the signatories invoke Article 51 of the UN Charter.

The view from outside

Al Jazeera's Washington reporting finds US-based analysts split: some read the pact as a setback for Abraham Accords normalisation, others as a fit with Washington's push for allied burden-sharing. Global Times frames the question as what message the pact sends to Washington.

What could happen next

  • The full text is unpublished: only Friday's joint statement covers the terms, and the mutual-defence clause is untested.
  • Fidan wants the group enlarged; analysts name Egypt, Qatar and Kuwait as plausible additions.
  • How assistance is triggered stays open: an attacked state must request support and specify what it needs.
How the camps see it
  • Signatories: Say the pact is defensive, names no country as a common threat and supplements rather than replaces existing alliances, including with Washington.

  • Iran: Members of parliament's security commission call it a 'paper agreement' and warn Riyadh that Ankara and Islamabad cannot guarantee its security.
