Telesur reports that China delivered a second donation of 5,000 photovoltaic systems to Cuba on Friday at a ceremony in Havana. The Cuban government also approved two resolutions to ease the tax burden on state and private investment in renewable energy, as the island runs low on oil, according to the Wall Street Journal.
