Ukrainian President Volodymyr Zelensky said in his evening address that Russia has requested an additional 30,000 soldiers and missile launchers from North Korea, and has been preparing since June to deploy North Korean personnel via the Voronezh region. Bloomberg reported separately that North Korea rejected denuclearisation; the troop figures come from Zelensky and are not independently confirmed.
