Vladimir Putin signed a decree raising the authorised size of Russia's armed forces to 2,426,130 personnel, with service members rising from 1,510,000 to 1,535,000 as of 1 August, which Meduza describes as the sixth expansion since the start of the full-scale invasion of Ukraine, and a separate decree added the Sirius federal territory to the list of border areas where foreigners may not own land, according to TASS. An investigation by Novaya Gazeta Europe cited by Meduza concludes that at least 400,000 Russian troops have already returned from the front to civilian life.
