Symbolic imageRift between Trump and Zelensky widens after US waives Russia sanctions
Zelensky says Washington is pushing Ukraine to capitulate, Bloomberg reports, after Trump waived Russia sanctions for up to 60 days. The US has resumed intelligence sharing with Kyiv.
President Donald Trump signed an order on Friday, 16 October, waiving sanctions and tariffs under the Graham Act shortly before they were due to take effect. Secretary of State Marco Rubio said Trump will use up to 60 days to assess the economic impact and pointed to India's dependence on Russian oil. Trump said he had no final decision yet and wrote on Sunday that he wanted to avoid driving Russia "foolishly" from the bargaining table. Zelensky warned the waiver would embolden Putin and prolong the war, and Republican Senator Darline Graham of South Carolina said she disagreed with it.
Intelligence and Starlink
Zelensky told NBC that intelligence sharing, briefly interrupted, has been "de-blocked". Ukraine's military has complained for days of throttled Starlink service; the White House and Elon Musk deny deliberate limits, while FAZ reports Rubio called Starshield "at the moment not available" to Ukraine.
Diesel deal and refinery strikes
According to Handelsblatt, Trump has repeatedly blamed Zelensky for a global diesel shortage and urged him to stop attacks on Russian refineries. Rubio defended the diesel agreement, under which Trump said Russia would first supply more than 300,000 metric tons to the US.
Putin floats a summit
The Wall Street Journal reports that Putin has proposed a summit with Trump and Xi to decide Ukraine's fate; the full details were not available. Zelensky says he is talking with envoys Steve Witkoff and Jared Kushner about a new peace meeting as early as this week.
