Former BND chief Hanning arrested on suspicion of selling secrets

German federal prosecutors had former BND president August Hanning and his ex-office manager arrested on Tuesday on suspicion of treasonous espionage.

Police arrested Hanning, 80, who headed the BND from 1998 to 2005, and Manfred D. in Bavaria and North Rhine-Westphalia, with searches also in Berlin. Prosecutors say the two agreed, presumably in spring 2010, that D. would supply BND intelligence for payment, which Hanning wanted to exploit in his private consulting work. D. allegedly handed over nearly 2,000 documents until June 2022, many of them classified. Both were due before an investigating judge at the Federal Court of Justice on Wednesday.

Foreign services

Prosecutors say Hanning used D.'s material for an analysis for an officer of a foreign intelligence apparatus, and for years passed political information to a member of another state service. They have not named either, and it is unclear whether the analysis arrived. FAZ and SZ report that Russia is not involved; Spiegel reports a link to an Azerbaijani agent, which prosecutors declined to comment on.

Fallout for the BND

FAZ reports investigators found the case through probes linked to the Christina Block trial, where Block denies ordering her children's abduction. BND president Martin Jäger said internal investigations confirmed the suspicion. FAZ notes the BND is awaiting a reform that would expand its powers.
