The European Sky Shield Initiative (ESSI) traces back to a proposal by then German Chancellor Olaf Scholz in August 2022 and was launched in October of the same year as a joint ground-based air and missile defense system. The goal is a multi-layered defense network of short-, medium- and long-range interception, shared radar systems and joint command, cutting costs through pooled procurement. From an original 15 founding states, the initiative had grown to almost 30 participants by mid-2026, including the neutral states of Austria and Switzerland. Since 2026, ESSI has been complemented by a space component, the European Space Shield action plan, with which the EU also intends to expand early warning of ballistic missiles from space.
