Russia's envoy to Cuba, Viktor Koronelli, said no Russian citizens had contacted the embassy for assistance during the blackouts and that no evacuation of staff of Russian institutions is being considered, TASS reported on Wednesday. Cuba's national grid failed twice between Sunday and Monday; Le Monde reported that power was restored while large areas stayed dark, counting the sixth nationwide outage this year, whereas Breitbart counted the fifth failure in a month.
