Turkish Foreign Minister Hakan Fidan ended a two-day visit to Libya's rival governments on Wednesday, as a drone destroyed a power substation near Zawiya.

Fidan arrived on Tuesday, 11 August, met Prime Minister Abdul Hamid Dbeibah in Tripoli, then flew a day later to Benghazi, his first visit there, where Libyan National Army commander Khalifa Haftar, his deputy Saddam Haftar and parliament speaker Aguila Saleh received him. He called the trip a “concrete manifestation” of Ankara's “One Libya” policy, which makes no distinction between the country's west, east and south. He also visited Turkish troops stationed in Tripoli.

A US envoy after fifteen years

Le Monde reports that Trump's adviser Massad Boulos is seeking a deal between the Haftar and Dbeibah families, ending fifteen years of US absence; a car bomb killed eastern military intelligence chief Fawzi Al-Mansouri in Benghazi on Monday, 10 August.

Zawiya substation destroyed

An explosive drone destroyed an electricity substation near Zawiya early on Wednesday, the sixth strike in five days and the first to cut supply, the state company Gecol said, warning of a possible blackout. No group has claimed responsibility; the attacks come amid fighting between two militias nominally loyal to Tripoli, and Dbeibah called them a “serious crime”.
