Kyiv has offered Moscow a mutual halt to attacks on civilian ships in the Black Sea, sent via a third country. Moscow says no formal proposal has reached it.

Reuters reported the offer on Thursday, 13 August; Kyiv is still awaiting an answer. It comes with shipping from Ukraine's ports near standstill as the harvest begins, The Guardian notes, after Ukrainian drones hit nearly 220 vessels in the Black and Azov Seas since July and Russian forces struck Odesa region ports repeatedly. Turkey had earlier offered both sides a naval moratorium.

Deadliest stretch for civilians

The UN monitoring mission counted 1,396 civilians killed and 7,978 injured in Ukraine in the first half of 2026, 37% above a year earlier, El País reports, blaming long-range missiles and drones fired at cities.

Bomb kills officer in Sevastopol

A device planted in a trash bin killed a Russian serviceman in occupied Sevastopol on Thursday; the FSB says it detained a Russian citizen acting for Ukrainian intelligence.

Kyiv short of interceptors
