Authorities in Sochi urged residents and tourists on Tuesday to avoid using their cars because of a fuel shortage, and a fire broke out at a Rosneft refinery in Komsomolsk-on-Amur, the state news agency TASS reported. The same day, Russia's central bank cleared bitcoin, ether and tether for exchange trading, and Lloyd's List reported that the United States had sold two seized shadow-fleet tankers for scrap.
